You are able to collect the Hazmat Suit in Fallout 4 at practically any time in the game. As long as you can survive the journey to the location and you a Rad-X and some grenades on you. It is possible without the Rad-X but you have to be very quick.

Head to Hugo’s Hole, it’s far on the Eastern Side of the map next to a large quarry. When you get to Hugo’s Hole you’ll want to prepare before walking in the entrance.     An easy one is located on a shelf in one of the rooms in the Cambridge Polymer Labs. You can just walk in talk to a robot, become locked in a lab and a quest begins. You get a awesome piece of power armor (if you want to finish the quest) as well as finding the hazmat suit (which you don’t have to finish the quest to receive).
