Before you are able to obtain Blueprints, you must first unlock the ability to do Bounties. You need to upgrade your Hub to level 2. Once you have upgraded your Hub to the second level, you will have access to Bounties that refresh after several missions.

Once you have unlocked Bounties, return to Anderson’s Camp in Georgetown. Once you arrive, you will need to speak with Anderson. You should already be familiar with this bearded fellow as he’s in charge of your camp and is also the NPC that provides you with missions and mission rewards.
