You will need to progress through most of the game before it unlocks. Initially you start in the Overgrown Ruins biome. As you defeat bosses and progress through the game, you will reach new biomes with new challenges and rewards.
You need to progress through the game until you reach The Fractured Wastes, which is the 4th or 5th area you get to visit. Then, when exploring this area, you can find a room with another alien corpse inside. Interacting with the corpse will unlock the Hadal Ballasts item.
Once this item is collected, you can go in and out of water as you please. It’s a passive ability, so doesn’t require you to activate it.
