Strongholds are part of The Division 2’s end-game content. How To Unlock Capitol Building Stronghold In The Division 2The Capitol Building Stronghold is on the Far East of the Washington D.C map in The Division 2, in the East Mall region. It has a suggested level of level 28, although you are able to complete it prior. In order to unlock the Capitol Building Stronghold you need to progress through the main story missions.
Before you are able to complete the Capitol Building Stronghold, you need to complete the Roosevelt Stronghold mission on Roosevelt Island. This becomes available much earlier in the story but must be completed to access the final Stronghold.
