You reach Eulmore very early in the Shadowbringers story. When you first arrive you don’t even have permission to attune to the Aetheryte at first. After a long period in the Main Story Quest, you will eventually unlock the ability to attune there but the merchants are still locked.

How To Unlock Eulmore Merchants In Final Fantasy XIV

When you are in Eulmore, speak with the Gem Trader. The game provides a small, informational pop-up informing you of how to unlock the extra merchants. You need to bring further security to each of the new zones. Translation, you need to reach maximum Shared Fate level with each of the 6 new zones in Shadowbringers. You can check the Shared Fates menu under the Travel menu in-game.
