Head to Route 3, the area before the Pokemon Center outside Mount Moon. There’s a few batches of long grass here but I found Charmander in the middle area, the one with the trainer standing inside the long grass.

Charmander is a very rare spawn here so don’t expect to find one quickly. I was catching Mankey’s and had a Catch Combo of 10 before a Charmander spawned. I was here for a long while before I started the Catch Combo and never saw one, then it appeared just after my 10th Catch Combo, so try to replicate those steps.

You can also get a Charmander for free north of Cerulean city, just past the bridge. Talk to the trainer with the Charmander there and he will offer it to you if you have caught enough Pokemon. I had 84 and he handed the Charmander over easily.
