If you have the rest of the set already, after defeating the Daughters Of Lerion and solving the dagger key statue puzzle, you need only complete a single additional objective. You must complete the storyline arc for the Order. This means building The Hidden Ones Bureau in your Settlement and then hunting down all members of the Order.
Once you have defeated all of the Order members, bar the actual leader, return to your base and Hytham will be sitting outside the longhouse and will approach you with a note. The note asks you to meet in a village to the West. This is where you learn the identity of the leader of the Order, but we won’t spoil that here. After meeting with the leader you will be given a key. This is merely for additional story stuff.
If you want Thor’s Hood simply return to Hytham and give him the last of your keys.
