This evidence can spawn in multiple locations. The first is the Records Room. You need to do this as the KGB agent you play at the start, Belakov, after you attend the briefing at the start of the mission. Once the briefing has finished, disable the cameras. You can then break into the records room. There is a guard that patrols the corridor there, so you need to wait for him to pass and pick the lock quickly. Wait until the guard has walked up the set of stairs and then attempt to pick the lock. Be careful as you enter as there’s another guard inside. It’s inside the room on the right, near a pair of glasses on the table.

Towards the end of the mission you will be told to use search for something that could wipe a mainframe. In this room, there is a piece of evidence on the table. You cannot miss the room, it’s key to the story, so just follow the mission through until you reach here.
