The Public Event is not exclusive to the Talisman objective, so it happens naturally whether you have the Semi-Charged Awoken Talisman or not. You can find the banner exactly here on the map. Public Events are timed based so if you don’t see one straight away, you can either wait in the area or return to orbit and hope to get a different version of the planet.

Once the Public Event begins simply take down Three Chieftains and then the final Abomination. This will complete the final step of constructing the Talisman.
