This quest will have to be done at night. You can find it here on the map.
Head to the location on the map at night and loot the backpacks. You will have to kill the zombies inside in order to get all of them, so loot everything while you are there. When you return you get a choice, but it doesn’t matter. Either way you hand over the food and get the billhook.

Head to the marker and climb up to the top of that building. Follow the floating scarf to the antennae and retrieve it. Give it back to her and you get to hear her sing.
This one is found at the Bazaar. If you follow the marker you will be asked if you are alone. You can answer any way you want, but this ends in a fight. At the top you need to choose to turn in Damien or help him find his brother.
If you choose to help him then you need to open the door on the floor you both are on and use your survivor sense. From there talk to Damien again and you will get another option to check out.
Go to the building and work your way to the bottom floor. Kill the zombies if you need, or just ignore them. On the bottom you find Cliff and there is a choice, but it doesn’t matter. Fight the baddies and take out cliff. Return to Damien and he is at the top of the tower.
Head to the markers and check the two plaques. Then go to the right of the monument and follow the path to a tree with some bullet holes. Light the candle after the complete the quest.
You can find a quest here after the power is restored. The guy might be a bit hostile depending on your choices with the PK, but he doesn’t do you harm.
Clear the enemies when you are at the marker and chat with the woman inside the room. Things are a little off about this whole situation. The woman is here but she wants to leave without Wash.
