Finding clues to the location of treasure is not a necessary step. The treasure is always in the same locations, however, the clues are not. Sometimes a random scout walking along the road will give you a clue, other times you’ll get clues from scouts as rewards for taking strongholds. As such, you can entirely skip searching for the clues yourself and just go to the treasure locations.

Head to the location and interact with the Treasure Hunt to start it. Hit the bell atop the tower to call the bear, kill the bear and then head underground.

Take the outpost at level 2 and speak with the scout inside for the clue.
