Refugees are a unique feature in Final Fantasy XV: Comrades. They are survivors scattered around the world that can be rescued. You will find them while on the world power map, an icon marked by a group of silhouettes. Each area has a specific number of NPC’s that you can rescue. Once you have rescued enough you will receive a message stating that the refugees have banded together. Check the nearby outposts and you will see them huddled in a group.
