Unfortunately, the game is a little misleading here. There are two parts to this “puzzle”. The first part you must follow the instructions and activate objects in a certain order. Once you have activated all of the correct items in the correct order, you are transported to the cockpit of the Steel Titan. You are then told to fiddle around with the switches, but nothing happens.

To solve the first part of this puzzle you need to follow these instructions:

If, when you reach the Steel Titan to pray, nothing happens, you missed the order of the previous items. That’s it for the puzzle. There is no lever puzzle in the Steel Titans cockpit. You simply need to interact with each lever once and then speak with the professor. You can then leave and continue with the story.

Yeah, it’s a bit disappointing.
