You need to progress a short distance through the story. After you return to Professor Oak with his package from the nearby Pokemart, head North to leave town. Before you leave, speak with the woman on the edge of town and she will give you your first set of Pokemon Clothes.

How To Change Pokemon Clothes In Pokemon Let’s Go

Clothing Trunk
The first set of Pokemon clothes you unlock is the Sportswear, a matching set of clothes for your Pokemon. To change clothes simply open the menu with the X button and then open your Bag. From your bag screen you will see the Clothing Trunk.
