It must be fresh water, you cannot do this with sea water. A river or pond is perfectly fine. Simply approach the water and make sure that you have no items in your hands. Press G to put anything you are holding away. Look down and you should see both of your empty hands in front of you. As long as they are empty, just walk into the water and follow the on-screen prompt to drink.
