The Mech Arms are a Technician class feature. You do not need to be a Technician to equip them but it’s always a better idea to be proficient with gear so put Mech Arms on your Technician. In order to equip the Mech Arms to a soldier, that soldier needs to be wearing a Technicians chest piece, such as the Tech Ops 7 Body Armor from New Jericho. Likewise for the Missile Launcher.
