You can visit the S.T.A.R.S Office relatively early in the Resident Evil 2 campaign, however, you are not able to fully explore the entire area at first. You will notice an armory in the corner, locked behind a computer. You need a certain item to place into the computer to get authorization to access.
How To Get Into The STARS Armory In Resident Evil 2
There’s a few stages to gaining access to the armory, all are available at different points of progress. Follow the instructions below. If you find you are unable to access a certain area, proceed with the main objectives until you do.Step 1: Art Room
You need to grab a Red Book from the Library and then head to the Art Room. Inside is a statue with a broken arm. Pick up the arm nearby and combine it with the book. Then place the arm on the statue. The statue will move and drop a Red Scepter. Examine it and you will find a switch that removes the Red Gem from inside.
Step 2: Interrogation Room
A little later you will be able to enter the Interrogation Room. Inside, on some shelves, is a box covered in Red Gems. You need to pick that up and then combine the Red Gem from the Scepter with the box. This allows you to open the box. Once opened, you will receive a S.T.A.R.S Shield.
Step 3: S.T.A.R.S Armory
Now you have the shield return to the S.T.A.R.S Armory. Examine the shield in your inventory and on the back you will find a switch. This turns the shield into a USB Stick. Insert the USB Stick into the computer and you can open the armory.
If you are playing as Claire you will get the SMG. If you are playing as Leon, you will get the Magnum.
