To claim Jirachi simply head to Floaroma Town. Following the main story you get your first gym badge and then shortly after you encounter Team Galactic for the first time. After this encounter the story tells you to travel to Floaroma Town. Once you arrive, search the West side of the town for an elderly couple standing together.
If you speak to the elderly lady you will unlock Mew. If you speak to the elderly man, he will give you Jirachi.
