You have to equip it in a perception slot before you can use the skill. On top of that you will need a bobby pin, which you can buy from the trade robots and sometimes find them on dead ghouls.
The skill levels up as you add more cards to your perception tree. If you want to add a second lockpick card, you will need a second card and a second point in perception before you can add the second card. The second one can’t be unlocked until level 20, so you have to wait until then for level 2 safes.
