At the very start of the game you begin in Norway. You can leave relatively quickly if you ignore the side content but either way, you don’t need to worry about your Settlement stuff until you reach England. Once you reach England, Eivor and the Raven Clan will setup their own little village by the side of the river. At this point, you are given the option with expanding your Settlement.

Each time you upgrade or place a building, you will earn experience points towards your Settlement rank. There are also several quests in the story that require your Settlement to be a certain rank.
In order to upgrade your Settlement you must go on Raids, marked by the red axe icons on the map. Raids reward you with Supplies and Raw Materials, both used in making new buildings. Even if you complete all raids, it’s not enough to reach Settlement Rank 6, so make sure to look gold icon chests whenever you see them.
Additionally, you can earn Settlement experience points and an increase to settlement rank by completing Alliance tasks on the Alliance map. Simply select each area you have available and see which one offers a settlement level up.
