Eventually, when you are about 60% complete in those quests, she will send you to meet her friend far to the South. After you meet the friend she asks you to improve your hammer. Once you have the hammer return to the old friend and she will tell you about making your own Stables. She tells you to return to town and speak with Awan.Speak with Awan and he will give you the recipe for the Mill. Then you just return to your Home Island, construct the Mill, and unlock the flour recipe.
