When you run into the Psyduck, you will hear something about them having a headache and to check back later. As you might have suspected, you need to progress further into the story before you can get past them. When you start going through Valor Lakefront and enter Pastoria City, you can get what you need.

Beat the gym in Pastoria and then chase down the Team Galaxy guy. Eventually he will bring you to Valley Lakefront and you can fight him there. He is an easy fight, but he triggers the next part which is needed. Cynthia will appear a bit further up the road and suggest you go see the Psyduck with the medicine she gives you. Head to Route 210 and back to the Psyduck. Give them the medicine and they will move out of the way allowing you to move on.
