If you have left loose items laying around on the floor, the citizens see it as rubbish and it will hurt your island rating. So firstly, make sure all the lose bits of wood and other items you may have not collected are scooped up and put away.

Now it’s the arduous task of improving the island. Isabelle gives you some basic clues but it comes down to this, decorate your island. It’s better to focus on some of the cheaper items for the bulk improvements. Buy lots of flower seeds and plant them on the island. You can focus primarily on where the houses and such are, the other parts of the island can be ignored if you wish.

I went through and planted 50 flowers, 16 benches, and 8 tables. This was enough to get me to level 2, although I did have other items done before that. I then had to spend some Nook Miles on buying more extravagant items for the town. I picked up a Fountain, a Swimming Pool, a lifeguards chair, a play frame, some firepits. It’s all about prettifying the island, making it as attractive as possible. It’s tough to tell for sure but the larger, more expensive things you can place do seem to influence the island level more than the lesser items.

Overall it took me a good few hours of grinding materials and building so don’t expect it to be quick.
