You need to speak with Amanda Holiday, the Shipwright. When you speak with her you can collect special Campaign items.

Once you collect any of these items, a quest appears in your log. From there, simply follow the quest line. This features the full campaign from the chosen expansion. The Forsaken is a little different, as there is no campaign item for that.

The rest of the expansions are free but you must own Forsaken to partake in the campaign. To do the Forsaken campaign, select The Tangled Shore on the Galaxy Map and then select the large purple icon on the bottom of the screen.
