During the earlier stages of the game, there is a very brief tutorial on taking photographs using a News Drone. Once you are controlling the drone you press up on the D-Pad to activate the camera mode. If you are on a mission where you require a photograph, you can complete the objective using any Operative. Simply open the character menu, which is Up on the D-Pad. This opens the character wheel, showing your characters abilities, weapons, and other skills that they can activate.

You will see in the top right corner, a few other options. One such option is camera. Simply select the option to use the camera and the menu will close. You have to make sure your camera is centered on the target and that the appropriate objective is within view. Then simply snap the photo following the on-screen prompts.
