In Pagan Online you need to collect Shards to unlock a character. Each character requires 50 Shards to unlock, with the exception of Lukian that only takes 30. You find the Shards in a similar way for each character, doing Assassination Missions, but only certain Shards drop from certain Assassination Mission.
