When you start the game you begin your adventure on the Great Sky Island. Once you have all three of those shrines unlocked you will need to head back to the Temple of Time and attempt to open the door.

Once the door is unlocked you will be given a small cutscene. You then simply need to climb to the back of the Temple of Time and attempt to open the door. Once it fails to open you will be told about the location of a 4th Shrine and then be given the ability to fast travel. All you need to do is find a shrine on the map, one you have at least entered, and then you can fast travel to that location.
