Missions are different to Contracts. You can request contracts through the main menu or receive them randomly from each of the different divisions. Missions are entirely different. These offer far greater rewards but also come with multiple objectives that must be completed before the next stage of the mission is available.
Every island in Jurassic World Evolution has 3 distinct missions, one for each of the divisions. You must complete all three of the missions on the first island to make any of the missions available on the later islands.
Go into the island management menu and then select reputation. Here you can see if you have completed a mission for a specific division. If you have not, you must raise the reputation with that division before the mission becomes available. There will be a small icon telling you what reputation is required for each mission in each division.
