As you take and deal damage during combat, your characters Limit Break Gauge builds. It’s a very powerful ability and as such, it takes a long time to build the Limit Break Gauge to full. Once it’s full, using the Command menu in combat, you can choose to unleash the Limit Break of the chosen character whose gauge has been filled.

These items are what unlock additional Limit Breaks for your characters in FF7R. They are all found in the Colosseum.
