Before you are able to unlock the Death Star you must first complete the following objectives:

You need to travel to Yavin 4 and go to the Great Temple. Climb to the very top of the temple, to the location shown above, and you will find an NPC. Speak with the NPC and you will get the Side Mission Operation Stardust. If you have already completed Episode IV: A New Hope, and have traveled to Coruscant at least a single time and visited the Federal District, once the mission Operation Stardust is completed, you will unlock the Death Star.
