In order to upgrade your broom you will have to complete the racing side quests. You will need to beat the timers and then return to the broom shop. Turn in the quest and the guy will talk about upgrading your broom sometime. How long it takes, depends on how far you are in the story.
Leave the shop and once you hit the right spot, you will get some mail talking about the upgrade. Head back to the shop and you can spend some serous cash to get some upgrades and the next quest. Rinse and repeat. Beat the quest, do some more story, wait for the mail, spend the cash for another upgrade.
