Before you can wake up the sleeping Toad, you need to do a few things first. You need to build the first two parts of the main hall, west hall, and east hall. When those are all built, climb up to the second floor of the main hall and speak with the Toads up there. They need your help to bring some Toads back to the castle so you can gain access to the east and west halls. Do those missions and then cross over to both halls and do a mission. When you return there should be a purple hat Toad near the sleeping Toad. Speak to that Toad and you will get a mission.
