The Development of a province or area, Dev for short, represents the areas familiarity with you and your team. It’s like building a reputation, and as you build this reputation the people and businesses in the area being to reward you. Every area is different, with different stores and different quests that open as you increase Development level, but the methods are the same.

The primary way to increase Dev level fast is shopping. The more items you buy and the more gold you spend in a region goes towards increasing the Dev level of that area. The second best way is to complete side quests for people within the region. These can be quite cumbersome and long but typically the rewards are decent and you’ll always need gold for something. Finally, speak to the people. Every time you see a person within a region that has a star mark next to their speech bubble, speak with them. This provides a small but necessary boost to Dev level also.

As well as quests and additional stock options, increasing the Dev level is also the only way to buy some of the stores. You have to buy one of every item they stock and almost all shops don’t provide their full list of stock straight away.
