Once you get close to the Zora’s Domain you will see a Zora panicking. Talk to him and he will tell you he can’t swim and the bridge is broken. You will have to merge into the wall in order to cross the gap. Once you do check the map and head up to the top of the waterfall and a guy will dash out and hit you. Once he leaves enter the cave under the waterfall to enter Zora’s Domain.

Once you are inside you will find out that guy ended up stealing a Smooth Gem from the Zora queen. In order to learn how to swim you will need to get the gem which can be found in the village. Head to the guy who is sitting on the carpet and you can buy the stone from him for 200 rupees. From there use Irene to warp back up to the Witch’s house and head back to Zora’s Domain.

Once you go back into Zora’s Domain toss the stone into the queen’s pool and she will quit raging. Once she is back to normal she will give you the Zora’s flippers so you can swim to the next dungeon.
