The Federal District in Coruscant is quite unique as it’s one of the few areas that lists 10 unlockable characters but actually provides some of those as part of the story for the area. As such, we’re only listing the characters in which you have to search to unlock.

How To Unlock Yaddle (Jedi)

You can find Yaddle at this location, inside the Jedi Temple. Complete the Tuskens and Dragons Side Mission to unlock Yaddle.

How To Unlock Jocasta Nu (Jedi)

You need to complete Secret of the Archives in the Federal District. You can find Secret of the Archives puzzle in the Jedi Archives room. Finish the Stolen Knowledge Side Mission to recruit this character.

How To Unlock Luminara Unduli (Jedi)

Speak with the Transport Official at this location and begin the Taxi Unfair Side Mission. Accept and complete the mission to unlock this character.

How To Unlock Aurra Sing (Bounty Hunter)

You need to complete Episode II, visit Niima Outpost on Jakku, Federal District on Coruscant, complete Secret of the Archives in Federal District, Stolen Knowledge in Federal District, and Secret of the Archives II. You can find Secret of the Archives puzzle in the Jedi Archives room. Stolen Knowledge is in the Federal Archives after you complete Secret of the Archives I and II. You can then find Aurra Sing at the location above. You need to use a Bounty Hunter to speak with them.

How To Unlock Mas Amedda (Extra)

To unlock this character you need to complete Episode I, Episode II, and Episode III, and complete Palpatine Portrait puzzle which you can find here, it’s in the Coruscant Senate Building that you access via Taxi in the Federal District. After you complete the puzzle you can speak with Mas Amedda to get the Side Mission Kouhun Kalamity.

How To Unlock BB-9E (Astromech Droid), Droideka (Extra), RA-7 Green (Protocol Droid) , B2 Super Battle Droid (Extra)

Head to the large store at this location. You can buy each of these characters there.

To reach the store, start at the North Landing Pad in the Federal District. Run directly South, you’ll pass a Jedi statue on your right as you walk underneath a large platform. Once you are under the large platform, take a left, up some stairs. Once you are up the stairs, take an immediate left up the next stairs. At the top of those stairs, run to the big door opposite.
