On the West edge of Giant’s Bed is the first Legendary ruins you will encounter, unless you skipped past to the Regice one. Once you arrive at the ruins, interact with the door to receive the clue. The clue reads “Let ring the piercing note that will make the giant of steel”.

It’s a relatively simple puzzle but if you haven’t played Pokemon for a while, you may have forgotten that you can whistle. After interacting with the door, close the dialogue and then Whistle. To Whistle you click the left stick in. If you are close enough to the door when you whistle, the door will open. Then simply head inside, stand on all the lights, and then save the game before interacting with the statue.
