Futurama Worlds Of Tomorrow has quite a long tutorial section so many of the games features are not available when you first start the game, leveling up your characters is one of these features. However, you will often meet objectives early in the game that require characters to be able to perform specific actions, which are not available at level 1. These include actions to unlock new costumes and districts.
Keep progressing through the starting stages of the game. You’ll need to recruit the Professor, Amy and Bender and then complete a few more of the objectives. Eventually you’ll be sent to Mars to meet Amy’s parents. After the final battle in that mission you return to Earth and you will unlock the ability to level your characters.
There will be a new icon in the lower right of the screen, a two arrows sign next to a character portrait. Click that and you will open the character leveling interface. Here you can level each of your characters.
You collect chips for completing missions and objectives, these chips are spent on leveling characters. Each chip is specific to a character type. For example, Amy and the Professor are both Scientists so they will use red/Scientist chips, Bender is a robot so will use dark blue/robotic chips.
You can also gain a small amount of experience for completing objectives that offer choices and decisions.
