After finding the 10 Nobles, you have a tough decision to make. This guide for Mount & Blade II Bannerlord Give The Banner To Istiana Or Arzagos goes over the two different options you have when you have constructed the Dragon Banner and are given the choice on who to side with.

This is part of the main quest line of M&B II Bannerlord. First you’re tasked with tracking down 10 Nobles to give information on a battle from history. Then you must aid some NPC’s to take down camps so that you can collect the pieces of the Dragon Banner and make it whole once more. Once the Dragon Banner has all three pieces, it is complete and you have a choice of returning to Istiana or Arzagos. Ultimately, the decision is whether or not you want to help the Empire flourish, or destroy it.

If You Choose Istiana

If you decide to return to Istiana she will give you two choices. You can either decide to support an existing faction or you can decide to create your own faction. I don’t understand why you would support another when you can make your own, so that’s the path I chose.

If You Choose Arzagos

If you choose to side with Arzagos, the objectives and choices are much of the same. You will be required to Create a non-imperial kingdom or support a non-imperial Kingdom. The goals and objectives are identical, it’s just whether or not you decide to aid the imperial side or destroy it.
