Sadly, this is not a simple process like it is to improve your Fortress defenses, oh no. I’ve just complete the campaign and have about 85% total completion, only now have I learned how you can move troops between different regions and fortresses.
In short, you need a special item. The item is called “Reassignment Orders”. The only place I have found these is locked away inside the War Chests. Thankfully, they are available through the Silver War Chests that you can buy with in-game currency so you don’t need to fork out real cash to get one.
However, I opened nearly 40 Silver War Chests and only ever got this item once. Once you have it simply issue a training order to the Follower you want to move, like normal, and then choose that. It will return them to the Market Garrison so you can freely place them in any region you wish.
This is especially useful if you want to win all the Fight Pit difficulties.
