Make sure you have a lightening or grass Pokemon here.Follow the path until you can make a left and follow that. Go up the stairs and his the orange switch to lower the water. You can fight the trainer now or later, your choice. Go down the stairs and stay in the lower pool until you get more steps to go up. Hit the green switch up there.
Drop down the stairs and follow the path to the right and cross over the middle area. Now take the next steps up and fight the trainer there and hit the blue switch. Follow the path you just created all the way around. You will have to face a couple trainers, but at the end there is a green switch. Hit the switch and take the stairs going down towards the bottom of the screen.
Ignore the green and orange switches near each other, those are bait. Follow the path to the bottom and hit the single orange switch. Now take the opposite stairs down and around the area until you get to another set of steps. Take that up, beat the trainer, and hit the blue switch. The path to the gym leader is now open.
