When you get to the fuse box you will have four switches you can flip. The idea is to get bother meters into the red zone without going over. For a puzzle this one is actually pretty simple. You just need to hit the third switch and then the fourth switch and the lights will come on. I’m not sure what happens with Claire but when you do this with Leon the dogs will come out to play. My advice for them is once you shoot them, don’t stop until they are dead. They are hard to hit while moving but if you can hit them once then they stagger and you can hit them easier.
