The earliest stage I was able to re-spec my character was approximately level 5 in Velen. Following the main quest line I completed the Witch Hunt quest and then Keira asked if I was visit her at her home in the far South Western town of Midcopse. This is also the same location as the Velen Side Quest, An Invitation From Keira Metz. When you get to her house simply engage in conversation and ask to view her wares.
