While you are playing Final Fantasy XV: Comrades, you will run into refugees who you can rescue on the power grid. If you rescue them, they will return to Ol Lestullum and other areas. How To Unlock The Mayor Bonus In Final Fantasy XV: Comrades

The first thing you need to do is to get five Refugees from the grid and have Old Lestallum unlocked. The Refugees will head to Old Lestullum and when you get five you can elect a Mayor there who will give you a bonus. To collect the bonus you need to go to the Donation outpost in Lestullum. This is the guy at the bottom of the steps in the open window, he will get something every hour or so from the Mayor you choose.

Finnegan Parton – Power Station Lestallum Blockade (Lestallum) Lestallum -> Lestallum Blockade.

Torben Talum – Power Station Pylon (Just South West of Lestallum) Lestallum -> Power Station Pylon -> Alkyrie Haven -> Power Station Pylon.

Camilla Mescall – Power Station Pylon (East of Old Lestallum) Old Lestallum -> Power Station Pylon.

Ernie Sypert – (North West of Old Lestallum)

Biggs Callu and Wedge Kincaid – Lestallum -> Alkyrie Haven -> Mynbrum Haven -> Up to Captis Haven -> Power Pylon with Biggs and Wedge.
