Before you worry about anything else, you need the Weapon Modding skill. This is a skill that any character can unlock as they earn skill points each time they level. Every weapon mod in the game has a modding level associated with it. So, for example, a Modding Level 3 Scope requires that your character has level 3 modding and that the weapon has a scope slot.

Once you have a character with at least 1 Weapon or Armor Modding level, simply select a weapon or armor from your inventory and then choose the modify option. This opens a new interface that allows you to select which weapon or armor mods you want in which locations. As long as you have the modding level, that is the only requirement.

Mods cannot be removed once placed, so save your stronger mods for weapons you will use for a long time. In co-op the modding features works slightly differently as the players skills you can use are those restricted to your party. For example, in my 3 man squad I had a weapon modding specialist called Andromeda. Johnny’s 3 man party included an armor modding specialist. I could mod weapons in my inventory for Johnny to use, but he was unable to modify weapons using my characters skill – so that’s something to consider specifically for co-op.
