In order to revive your Pokemon Fossil, you need to travel to Cinnabar Island. This is in the South Western area of the Kanto region. In order to reach Cinnabar Island, you will need to unlock the surfing Secret Technique. Once you have it, you can reach Cinnabar Island by traveling South from Pallet Town.Once you reach Cinnabar Island, head to the South West corner. There you will find Cinnabar Lab. Head inside and go into the lab at the far right of the building. Speak with the scientist in the corner and he will offer to revive your fossil.
