The second thing you will need is the Silph Scope. We have a guide on how to get the Silph Scope right here. When you have the Silph Scope, return to Lavender Town and enter the Pokemon Tower there. You will have to face some trainers one your way up but with the Siplh Scope, Gastly will start to appear in the tower. They are more common on the upper floors and won’t start spawning until floor two. Occasionally you will get a Cubone and a Golbat in here as well.
