Both Istiana & Arzagos are part of the main quest line. When you reach the latter stages of the quest line you can reunite the Dragon Banner and eventually form your own kingdom. There’s a few quests between discovering the two and founding your own land but they are pretty simple. Tracking down some bandits, destroying some camps, familiar activities you’ve been doing throughout the adventure.

In your quest log the game tells you where to find both of them, such as Istiana being in Epicrotea. However, a lot of players struggled to find her there. Choosing the explore town option, running around for ages holding the alt key hoping to see a name pop up. Well, unfortunately that’s not going to work.

This is true for both Istiana & Arzagos. Although technically they are both in the towns the game says they are in, they are not actually physically in the town. You cannot see them if you run around exploring, they will not appear. This is because both of them are in their own houses.
