This is part of the main story when you are playing as Taiga Saejima in Part 2, Chapter 4: Reckless Encounter. Once you find Kiyotaka, he asks you how many homeless people there are in the city. The answer is 71. He will then give you another task. He hands you a photograph that shows a phone booth.
