You need to head to the Tau Ceti system and to the planet Tau Ceti III. You can find the Tau Ceti system two systems West of Alpha Centauri. Alpha Centauri is where you find New Atlantis, the hub of the early game and story missions. Once you arrive there find the planet.

Lithium is one of the minerals that just sits on the surface as rocks. All you need to do is open your scanner, identify the Lithium, and then harvest it using a cutter.
