Unfortunately, for this method, you have to progress quite a ways through the story. You must have unlocked access to Route 17. In order to do this you must first have completed Celadon City. From there the story will take you to Lavender Town, which is where you can unlock the Poke Flute. You use the Poke Flute to wake the sleeping Pokemon on Route 16, which then lets you pass onto Route 17, or the Pokemon Road.On this road there are multiple trainers, several sections of long grass and small pockets of yellow flowers. If you search the center of the flowerbeds and press A, you will nearly always find a berry. There are a lot of flowerbeds in the area but best of all, the berries respawn incredibly fast.
Grab some berries, catch a few Pokemon, repeat. There are spawns for most types of berries here including Silver versions. While it may take a little time, you can easily get a huge stock of berries at this location.
